If you compare it to other S160 photos, the valve gear is in reverse. An S160 idiosyncracy is that the reverse link block is up in forward, down in reverse, opposite of most locomotives using Walschaert valve gear.
The Palmer depot is about a block to the left, across the tracks from the photographer. The building at the left was the teacher's dormitory. The small piece of a building at the far left may be the school building which is now the Borough offices.
